Ways People (usually in government) Steal Money And Goods Without Calling It Theft

Inflation.

Debt, beyond the working lifetimes of those who benefit from the expenditure.

Reserve requirements and capital controls/restrictions on cash.

Rent control.

Forced purchases of government bonds or other financial instruments.

Requirements to use middlemen for transactions.

Environmental easements and protections (without according compensation).

Fees for judicial processes without a corresponding adverse judgment or criminal conviction.

Levying funds for military services and goods, then not protecting the country or its allies, or providing tangible benefit.

Similarly, raising taxes notionally to provide services, and then making the services of uselessly low quality, or selectively restricting eligibility/imposing unrelated restrictions on participants of those programs.

Artificially constricting the supply of skilled workers (even hairdressers!) to extract above-market salaries.

Bundling one good with another when both are not produced with the same process or same machines, or applied to the same purpose.

Capital controls (e.g. prohibiting you from selling or buying certain investments)
