It doesn’t matter how much better things have gotten, or about disputes/my errors about a few countries; if you can paint almost the entire world, even Costa Rica, based on killing, military dictatorships, various flavors of apartheid, and so on, it’s going to be quite a while before we can make an assessment of low risk.
