if they are listed as murderers, they all deserve to die – ideally done via law enforcement, but practically, often by suicide attack or other direct action. At the same time, however, we would wish to document their notorious status, so we could avoid incorrect killings in the case where law enforcement/military is not effective or deployed.

That is, you would wish to kill the worst offenders first; however strategic considerations or tactical accessibility might dictate a different order.
Xi Jinping (Mass Murderer Jinping) and the Beijing Mafia: As an organization, the Beijing Mafia (BM) (which styles itself as the CCP, though it is a confederation of organized crime cliques) has ruled continuously since around 1949 over the 22 provinces of mainland China, and has extended its rule to East Turkestan and Tibet. The BM and its leader, Mao Zedong, directly caused the deaths of maybe more than 35 million Chinese (no one really knows) in the 1950s through a policy of mass starvation, and continued a wild spree of mass murder and general criminal behavior through the 1970s. Additionally, the BM, acting with the Soviets and the DPRK (Pyongyang Mafia), launched wars of territorial aggression against South Korea and various conflicts in Vietnam, in addition to hostilities against the ROC on Taiwan. The pace of mass murder was slackening under the leadership of Deng Xiaoping and his successors, however Mass Murderer Jinping has seized absolute power (as Mao) and is in the process of implementing not only continued territorial expansion, but also a technological prison state that makes accounting even for death tolls difficult. Most recently, the BM launched a bioweapon called COVID-19 (at least) by ordering a coverup of the spread of the biological agent in Wuhan; at current count, the death toll is at least on the order of 5 million people worldwide.
Vladimir Putin (Mass Murderer Putin) and the Moscow Mafia: as the head of the Russo-Iranian alliance, Mass Murderer Putin has participated in mass atrocities in the Syria campaign, leading to hundreds of thousands of deaths in this theater alone. This comes after his Chechnya and Caucasus campaigns killed some tens or maybe hundreds of thousands of people in his campaign of territorial expansion. He also ordered the invasion of Crimea and Donbass in eastern Ukraine, leading to thousands more deaths. As of 2023, he continued his campaigns of slaughter in Ukraine, adding tens of thousands of murders to his name. Internally, Mass Murderer Putin presides over a network of organized crime bosses that run most major businesses in the country, stealing companies and killing anyone who resists joining the families. Domestically, it seems that he doesn’t kill as many dissidents as the Beijing Mafia, but does order some hits from time to time.
